Text Box: BRDG IQC Small Business Set-Aside  Although ranked near the top in full and open competition, Millennium-IP3 Partners sought and was awarded the only BRDG small business set-aside contract. Under the BRDG contract and a USAID policy directive USAID Washington and Mission contract and technical officials can issue sole source task orders under the BRDG contract to Millennium-IP3 Partners. USAID contract and technical officials are “strongly encouraged” to issue sole source task orders to small business set aside IQC holders under the policy directive. See: http://www.usaid.gov/procurement_bus_opp/procurement/cib/pdf/aapd02_05.pdf    Millennium-IP3 Partners LLC, formed by Millennium International Consulting (Millennium) and the Institute for Public Private Partnerships (IP3), was awarded the US Agency for International Development’s (USAID) five year $750 million Building Recovery and Reform through Democratic Governance (BRDG) Indefinite Quantity Contract (IQC).

Milennium-IP3 Partners is fully committed to supporting USAID to advance good governance in fragile to threshold states through improved capacity, accountability and transparency that will lead to transformational development. Millennium-IP3 Partners and its team will provide services to USAID Washington and Missions in each of the service areas covered under the BRDG IQC that include:

1. Reinforcing legitimacy of state structure, policies, and functions
2. Public management
3. Strategic planning, policy, and institutional reform

Our approach recognizes the need to develop flexible and targeted programs taking into consideration unique country context and stage of development in order to strengthen capacity across all sectors.

The Institute for Private Public Partnerships, Inc. (IP3)

(IP3) provides training and technical assistance worldwide to advance public-private partnership programs and opportunities, regulation operations and management initiatives, and competitive utility management reform in the environmental (water/sanitation and solid waste), energy, transportation, technology, municipal service, health, and education sectors among other areas.

IP3 provides training and consulting services on the requisite legal, regulatory, financial, managerial, technical, and institutional requirements for successful program/project design, implementation, and monitoring.
