Organizational Experience Chart

The Millennium-IP3 Partners Team's ability to undertake the work described in the scope of work, and specifically in the areas of a) re-enforcing legitimacy of state structures, policies, and functions; b) public management, and c) strategic planning, policy, and institutional reform are highlighted in the following organizational experience chart called for in the BRDG IQC RFP. This chart demonstrates our team's proven ability to provide technical assistance in any of the areas envisaged under the contract overseas as well as in Washington DC .

Structuring of ministries

MIC is structuring the new Iraqi Ministry of Privatization after recent elections, and is exposing ministry officials to Czech and Estonian privatization best practices.

 

Following the promulgation of a new corporation and securities board law, IBM in the Bosnian Federation structured the new Bosnian Securities and exchange commission including appointing the sole ex-officio expatriate member of the commission.

ILI supported the institutional structuring of the State Committee for Demonopolization and Competition Development in Uzbekistan .

Relations across branches of government

IP3 designed the Indonesian National PPP Center for BAPPENAS; an information center for investors that conducts trainings and oversees contracts for privately financed infrastructure projects.

In Montenegro IBM managed worked with the office of the Prime Minister, Parliament, line ministries and the Central Bank to implement a major USAID funded economic reform program covering issues of monetary and fiscal policy and administration among other areas.

BroadReach Healthcare developed communication and project management framework for HIV/AIDS treatment across different sectors and line ministries in Botswana .

Relations among levels of government

In Pakistan , IP3 designed local level legislation and regulatory agencies based on legal requirements to decentralize oversight of service delivery.

Civil service reform

IP3 developed plan for restructuring several Kuwaiti government departments and agencies; human resources development action plan to provide government managers with necessary management skills.

Security sector civil service reform

FCS through the project on Justice in Times of Transition has recently conducted programming on security sector reform in Guatemala and Peru .

Fiscal management

IP3 drafted the South African Public Financial Management Act, and testified before Parliament to pass legislation.

IBM prepared a new organic budget law, drafted regulations, and implemented a treasury based financial management information system for the Montenegro Ministry of Finance.

In Fort Worth , Texas , Spearman Welch implemented new financial accounting and reporting system, and comprehensive fixed assets system. Coordinated computerization of fixed asset procurement systems.

Anti-corruption in government operations

IP3 conducts global training programs on E-Government as a tool to enhance transparency and accountability; including specialized training in Ethiopia and Saudi Arabia .

In Kazakhstan , IBM reformed local government regulations and practices to streamline and simplify investment procedures to reduce petty corruption and rent seeking bureaucratic behavior.

PBN manages Coalition for Intellectual Property Rights, a PPP working to strengthen intellectual property rights in former USSR . Focus on training customs agents and anti-corruption.

Service delivery support

IP3 assessed the technical and financial performance of Croatian water utilities and prepared five-year business plans to plan for recovering from war damage.

For Romania , IBM is developing the Integrated General Cadastre and Landbook Registration project to provide a common business information system for land titling transactions.

Dalberg has expertise in designing performance management systems that are tied with incentive systems, Management Information Systems, and resource allocation methods.

National level policy-making structures

IP3 designed the Gambian Public Utilities Regulatory Authority; drafted water concessions laws in Egypt and Albania ; created operating procedures for Egyptian national telecom regulatory authority.

IBM drafted Joint Stock Company Law, improved organizational structure, surveillance, enforcement, and adherence to international standards of Armenia Securities Commission, Stock Exchange, and Central Depository.

PBN works with national policymaking structures in the former Soviet Union such as presidential administrations, parliaments and government agencies.

Government outreach to the public

IP3 assisted governments in Zambia , Egypt , Albania , and South Africa develop outreach programs to increase citizen awareness of and participation in public service delivery reform.

IBM-Neighborhood America Public Comment® web-based system enables governments to collect public comments on projects, legislation, issues, and to post documents for citizen input.

PBN is currently managing a five-year public education campaign in Russia for the introduction of the new $10, $20, $50 and $100 notes.

Measurement of citizen satisfaction

IP3 conducted municipal awareness program in South Africa to introduce and gauge citizen support for new Legal Framework for municipal partnerships for improved service delivery.

Strategic planning policy & institutional reform

 

 

 

Strategic planning technical assistance

IP3 provided strategic planning for water reform in Egypt , Albania and Indonesia ; operates South African PPP Unit which coordinates national policy for privately financed infrastructure.

Through USAID's Integrated Managing for Results contract, IBM helped develop strategic planning guidance, mission specific country/regional strategic plans, designed and delivered strategic planning workshops.

IREX provides strategic planning assistance to media and NGO and Civil Society Support Centers to serve constituencies and work with government to advance civil society.

Political mapping

Through its strategic planning methodology, IBM employs stakeholder mapping to determine stakeholder commitment and influence that inform design and implementation of a strategy.

CLD conducted assessments of prospects for parliamentary development in Ethiopia , Kenya , Uganda , and Zimbabwe .

Stakeholder analysis training and application

MIC is training private associations in Iraq on international accounting standards and the development of the association as a self-regulatory and advocacy association.

As a prelude to developing mission statements, SWOT analyses, and identifying candidate strategies, IBM employs an internal and external stakeholder analysis as part of its strategic planning methodology.

CLD trained Lebanese Parliamentary staff in use of personnel, payroll management, budget preparation and expenditure, and document retrieval systems.

Building public/private coalitions

IP3 trained and consulted over 10,000 individuals in 175 countries ( Iraq , Albania , Indonesia , the Philippines , Rwanda , Liberia , Colombia , Kyrgyz Republic , other) on public-private partnerships in service delivery.

Under USAID's Integrated Managing for Results contract, IBM assisted the Global Development Alliance in establishing public and private partnerships for the ANE and E&E bureaus.

IREX supported joint work between media and government officials, joint working groups on media reform w/ government, media, and civil society.

Leadership building

IP3's global training programs are designed to equip managers of ministries, utilities, and regulatory institutions with requisite leadership skills to achieve service delivery reform.
