Efforts to develop programs for good governance, democratic participation and stability will founder without regime legitimacy. The Millennium-IP3 Partners approach reinforces state legitimacy by strengthening the rules and structures that govern political, social, and economic life while taking into consideration local value systems, informal political structures, and public expectations of the government.
FCS assembled a team of senior US constitutional attorneys, led by former White House counsel Lloyd Cutler and Herman Schwartz to write the constitution and bill of rights of the Czech and Slovak Federal Republic . This document provided an effective constitutional framework that was both democratic and suited to country conditions and history. The document now serves as a model for formerly centralized economies making the transition to democratic rule. FCS also participated in a team of foreign experts supporting the Afghan Government and leading Afghan legal experts to draft the recent constitution of Afghanistan .
FCS is experienced developing and using forums to support public debate of state formation issues . In December 2004, FCS hosted a Reconciliation Conference held in Vienna that brought together 14 senior Serb and Kosovar leaders with representatives from other transitional states such as Northern Ireland and Palestine to provide perspective on negotiations and power-sharing arrangements . FCS also led the Bosnian Reconciliation Initiative in Hungary in 1998 that enabled discussion among a diverse group from the Bosnian Federation and the Republika Srpska about reconciliation and state formation issues .
DFI has performed multiple national threat assessments and policy coordination in support of African Pan-Sahel Counter-terrorism . DFI has also been supporting the development of the Africa Center for strategic studies at the National Defense University and has provided strategic planning, budgeting, curriculum development, logistical coordination and support to provide leadership training to junior and senior African officials engaged in civil-military relations, national security strategy buildin and planning, and defense economics .
